Your cousin in Toronto says Canada is still open. One TikTok creator says the door is closing. Another “agent” is already collecting money for a guaranteed permanent-residence slot. Meanwhile, Canada has released a new immigration plan with plenty of big numbers—and very little patience for anyone who reads only the headline.

So, what is actually changing? Canada’s 2026–2028 Immigration Levels Plan reduces new temporary-resident arrivals, keeps permanent-resident admissions at 380,000 a year and puts more weight on economic immigration. It also includes a one-time plan to help up to 33,000 temporary workers already in Canada move toward permanent residence in 2026 and 2027.

For Nigerians, the message is not “Canada has closed.” The message is that Canada wants fewer temporary arrivals, more carefully selected workers and students, and more people who can fill real labour shortages. Your strategy now matters more than hype.

Canada’s new immigration plan at a glance

  • Permanent resident target: 380,000 annually from 2026 to 2028
  • Temporary resident arrivals: 385,000 in 2026, then 370,000 in both 2027 and 2028
  • New international student arrivals: 155,000 in 2026 and 150,000 in 2027 and 2028
  • New temporary worker arrivals: 230,000 in 2026 and 220,000 in 2027 and 2028
  • Economic immigration: expected to reach 64% of permanent admissions in 2027 and 2028
  • Temporary-worker transition: up to 33,000 workers already in Canada may be moved toward permanent residence during 2026 and 2027

Is Canada reducing immigration?

Yes and no. Canada is reducing the number of new temporary residents it plans to admit, especially students and some categories of temporary workers. At the same time, it is stabilising permanent-resident admissions at 380,000 per year and making economic immigration the largest part of the programme.

Think of it like a busy Lagos event venue that has not cancelled the show but has tightened the guest list. The entrance is still open; random invitations and weak applications will have a harder time getting through.

The government says it wants temporary residents to represent less than 5% of Canada’s population by the end of 2027. It is also prioritising skills that support healthcare, construction, public services, rural communities and other labour-market needs. That means a generic “I just want to relocate” plan is weaker than a clear occupation, province and immigration route.

What the 33,000-worker pathway really means

The eye-catching part of the announcement is Canada’s plan to accelerate the transition of up to 33,000 temporary workers to permanent residence in 2026 and 2027. These are people who are already in Canada, have established roots, pay taxes and have skills the economy needs.

This is not a new visa programme that lets somebody sitting in Lagos pay an agent and enter a special 33,000-person queue. IRCC has not said that every temporary worker will qualify, and the number is not a promise of automatic PR. Details of selection and implementation must come through official programmes, draws or instructions.

If you are already in Canada, the practical move is to keep your status valid, build eligible Canadian work experience, improve your language score, document every job properly and follow federal and provincial announcements. What changes for Nigerians planning to study in Canada?

The student route is becoming smaller and more competitive. Canada plans for 155,000 new international student arrivals in 2026, falling to 150,000 in both 2027 and 2028. That does not include every extension or every person already studying in Canada, but it clearly shows the direction of policy.

A school acceptance letter alone is not enough. Nigerian applicants should focus on a credible programme, a properly approved designated learning institution, honest proof of funds and a study plan that makes academic and career sense. Avoid choosing a course simply because somebody said it gives “easy PR.” Immigration rules can change before you graduate.

Check the school, campus and programme carefully; confirm whether the programme is eligible for a post-graduation work permit under the rules that apply to you. Then prepare a financial plan that survives exchange-rate movement. Start with our Canada study permit guide for Nigerians and the current Canada visa fees in naira.

What changes for skilled workers?

The plan is more encouraging for people with skills Canada has decided it needs, but “encouraging” does not mean effortless. Economic immigration is set to reach 64% of permanent admissions in 2027 and 2028. Canada also says it wants to fill critical labour gaps while reducing reliance on temporary migration overall.

For a Nigerian nurse, tradesperson, engineer, technician or other skilled professional, this means occupation-specific preparation is important. Verify licensing requirements, complete credential assessments where needed, improve English or French and research provinces beyond Ontario. A provincial nomination can dramatically improve an Express Entry profile, but each province selects according to its own needs.

Do not resign from your job because someone sent you a screenshot of a “Canada recruitment portal.” A real job offer must come from a real employer, and an immigration application must follow an official route. Read our guide on spotting fake visa-sponsorship job offers before paying anyone.

Canada now lets some work permit holders study short courses

A separate temporary policy introduced in September 2026 allows eligible people who already hold a valid Canadian work permit to study for up to six months without applying for a study permit. The permission lasts for the shorter of six months or the remaining validity of the work permit, and the policy is scheduled to end on 31 December 2027 unless revoked earlier.

This can help eligible workers complete licensing, technical or career-upgrade courses while continuing to work. It is not a new pathway for people outside Canada, and full programmes lasting more than six months generally still require a study permit. Verify eligibility on the official IRCC policy page.

Who is in the strongest position?

  • Temporary workers already in Canada with valid status, useful experience and an occupation in demand
  • Express Entry candidates with strong language scores, recognised education and relevant work experience
  • French-speaking or bilingual candidates who qualify for targeted selection
  • Applicants willing to consider provinces and communities outside the biggest cities
  • Students choosing serious programmes linked to a realistic career rather than a vague relocation promise
  • Healthcare, skilled-trades, technical and other candidates whose profiles align with identified shortages

A practical Canada plan for 2027

  1. Choose one primary route. Decide whether you are pursuing direct permanent residence, a genuine study route, an employer-supported work route or a provincial programme.
  2. Calculate your score and gaps. Check age, education, work history, English or French and settlement funds before paying for expensive services.
  3. Improve language results. A stronger test score can be more valuable than collecting unrelated certificates.
  4. Research occupation licensing. Immigration approval does not automatically give permission to practise a regulated profession.
  5. Compare provinces. Look at jobs, nomination criteria, rent and licensing—not only Toronto and Vancouver.
  6. Build a verifiable paper trail. Keep employment letters, payslips, bank records, academic documents and identity records consistent.
  7. Use official sources. Canada does not sell guaranteed invitations, LMIA approvals or PR slots through WhatsApp.

Frequently asked questions

Is Canada closing immigration in 2027?

No. Canada plans to admit 380,000 permanent residents in 2027, while reducing planned new temporary-resident arrivals. Selection is becoming more targeted, not disappearing.

Can Nigerians apply for the 33,000 temporary-worker PR initiative?

The announcement concerns eligible temporary workers already established in Canada. It is not a direct application stream for people outside Canada. Wait for official implementation details and do not pay anyone for a guaranteed slot.

Will Canada still accept international students?

Yes, but planned new student arrivals are lower. Applicants need stronger school, programme, financial and study-plan choices.

Does a Canadian job offer guarantee permanent residence?

No. A genuine job offer can support some routes, but eligibility, admissibility and programme rules still apply. Fake offers remain common.

Summary

Canada’s 2026–2028 Immigration Levels Plan does not shut the door on Nigerians. It narrows the temporary route, protects a large economic-immigration share and gives added attention to workers already contributing inside Canada. For new applicants, success will depend less on viral promises and more on occupation fit, language results, honest finances, provincial research and correct documentation.
